UK etiquette - why do Eastern Europeans shout so loudly into their mobile phones?

i'm not from the u.k. i'm sure that many people are loud on the phone. Some culture are predisposed to yelling at each other for when communicating I had a Haitian friend that would sometimes start yelling i just though she was mad at me a lot.
